שתי מהפכות שלא אושרו כדין החליפו את תפיסת ההגנה הלאומית של ישראל והסבו את צה״ל מצבא הכרעה לצבא הרתעה והתשה. אסון 7 באוקטובר והמלחמה הממושכת שבאה בעקבותיו היו התוצאות הצפויות של מהפכות אלה.

לא תפיסת ביטחון — תפיסת הגנה

תפיסת „הרתעה, התרעה והכרעה”, ובהמשך „הרתעה, התרעה, הכרעה והגנה”, מוכרת בציבור כתפיסת הביטחון הלאומי של ישראל. אלא שהיא אינה תפיסת ביטחון לאומי: ביטחון לאומי הוא תחום רחב הכולל, לצד ההגנה הצבאית, גם את החוסן המדיני, הכלכלי, החברתי והערכי של המדינה. התפיסה האמורה עוסקת באופן שבו המדינה אמורה להתגונן מפני תקיפה צבאית, ולכן היא תפיסת הגנה לאומית.

הטעות אינה סמנטית בלבד. הכינוי „תפיסת הביטחון הלאומי” הסתיר את העובדה שתפיסת ההגנה הלאומית הרשמית של ישראל הוחלפה למעשה בתפיסה אחרת, שלא אושרה בהליך ממשלתי מקביל ושעקרונותיה מנוגדים לתורת ההגנה. התפיסה החלופית העניקה לאחר מכן לגיטימציה להסבת צה״ל מצבא הכרעה לצבא הרתעה והתשה.

אלה היו שתי מהפכות נפרדות אך תלויות זו בזו. הראשונה התחוללה ברמת תפיסת ההגנה הלאומית וקבעה מחדש כיצד תגן ישראל על עצמה. השנייה התחוללה ברמת הדוקטרינה הצבאית ושינתה את האופן שבו צה״ל נלחם, וכנגזר מכך — את האופן שבו הוא מתארגן, בונה כוח, מכשיר מפקדים ומכין תוכניות מגירה. ערבובן של שתי המהפכות מסתיר הן את חומרת השינוי והן את האחריות לביצועו.

מדוע אסור לבסס הגנה על הרתעה והתרעה

תורת ההגנה מניחה שהמגן עלול להיות מופתע מעיתוי ההתקפה, ממקומה ומעוצמתה. לפיכך אסור מבחינה מקצועית לבסס את הגנת המדינה על ההנחה שתתקבל התרעה מצבית מוקדמת, וממילא גם לא על ההנחה שהאויב יירתע מתקיפה. זה היה צריך להיות לקח מכונן ממלחמת יום הכיפורים.

תפיסת ההגנה הלאומית המקורית

לישראל אין עומק המאפשר לה להשאיל שטחים לתוקף. השטח שצבא גדול יכול לסגת אליו עלול להיות בישראל יישוב, עיר או מרכז חיוני. משום כך עוצבה בראשית שנות החמישים תפיסת הגנה לאומית ייחודית.

מדיניותה, שעליה הכריז דוד בן־גוריון בכנסת ב־20 ביוני 1950, בישיבה ה־145 של הכנסת הראשונה, הייתה שישראל לא תגן על עצמה בתוך שטחיה. האסטרטגיה שנגזרה ממנה ואושרה בידי הממשלה הייתה אופנסיבית־דפנסיבית: מדיניותה של ישראל הגנתית, אך איומים המסכנים אותה יוסרו באיבם במלחמת מנע יזומה, בעיתוי המדיני המתאים, באמצעות מתקפה אופרטיבית מכריעה לעומק שטח האויב.

התפיסה לא נותרה הכרזה מדינית בלבד. שלום (פריץ) עשת ויובל נאמן גיבשו אותה במחלקת התכנון של המטכ״ל בשנים 1949–1954 לכלל אסטרטגיה צבאית מסודרת. היא קיבלה ביטוי פורמלי במסמך „תיק לביא” מ־1953 ואושררה בהחלטת ממשלה מאותה שנה. זו הייתה תפיסה שעברה הליך מטה מלא, אושרה כדין ומעולם לא בוטלה בהליך מקביל.

בהתאם לכך עוצב צה״ל כצבא הכרעה המצוי בכוננות גבוהה תמידית לניצול הזדמנויות מדיניות להסרת איומים. על יסוד ההנחה המכוננת כי „צה״ל לא מרתיע והמודיעין לא יתריע”, היה עליו להיות ערוך ומוכן, באישור הדרג המדיני, ליטול יוזמה, לרכז כוח, להעביר במהירות את המלחמה לשטח האויב ולכפות את סיומה בתנאיה של ישראל.

המהפכה הראשונה: החלפת תפיסת ההגנה הלאומית

מחקרה הארכיוני של רס״ן קים בר, שפורסם במרכז דדו לחשיבה צבאית בין־תחומית ב־2024, מספק בסיס לטענה חמורה: צה״ל לא הסתפק בשינוי הדוקטרינה הצבאית שלו, אלא חולל קודם לכן מהפכה בתפיסת ההגנה הלאומית של ישראל.

תפיסת ההגנה האופנסיבית־דפנסיבית, שעוצבה בראשית שנות החמישים ואושרה בידי הממשלה, הוחלפה בתהליך שהחל בתוך צה״ל כבר באמצע שנות השמונים בתפיסת „הרתעה, התרעה והכרעה”, שכונתה בטעות „תפיסת הביטחון הלאומי”, בלי שאושרה בהליך ממשלתי מקביל.

המחקר מעורר שלוש שאלות שטרם ניתנה עליהן תשובה מספקת. ראשית, האם מחוללי השינוי הבינו שהתפיסה החלופית פסולה מבחינה מקצועית, משום שהיא מבססת את הגנת המדינה על הרתעה והתרעה — יסודות שתורת ההגנה אוסרת לסמוך על הצלחתם ושנפסלו משום כך בידי בן גוריון, עשת ונאמן?

שנית, האם הבינו שהתפיסה החדשה אינה רק תוספת לתפיסה הקיימת, אלא סותרת ומבטלת למעשה את תפיסת ההגנה הלאומית הרשמית והמאושרת?

שלישית, באיזו מידה היה הדרג המדיני מודע לשינוי בתפיסת ההגנה הלאומית, ומה בדיוק הובא לידיעתו ולאישורו?

אלה אינן שאלות היסטוריות בלבד. התפיסה החלופית סיפקה את הלגיטימציה הרעיונית למהפכה השנייה: הסבת צה״ל מצבא הכרעה לצבא הרתעה והתשה.

המהפכה השנייה: מצבא הכרעה לצבא התשה

בשנים 1996–2006 הוסב צה״ל בהדרגה מצבא שנועד להכריע את האויב בעומק שטחיו לצבא שנועד להרתיעו בירי מנגד מתוך שטחי המדינה. בכך נשללה מישראל היכולת לבסס את הגנתה על תפיסת ההגנה הלאומית האופנסיבית־דפנסיבית: להסיר איומים במלחמת מנע יזומה בשטח האויב, שאת משכה ניתן לתכנן ושבעיתוי סיומה ניתן לחתור לשלוט.

ההסבה הדוקטרינרית לוותה בניוונו ובצמצומו של הדרג היבשתי המתמרן־מסתער ובדלדול כישורי המצביאות הנדרשים לתכנון ולניהול מלחמות הכרעה. לאחר שהרתעה והתרעה הוצבו כאבני היסוד של הגנת המדינה, ניתן היה להסב את צה״ל מצבא התקפי־מכריע לצבא דפנסיבי של הכלה, גריעת יכולות והתשה באש מנגד.

על שאלת מודעותו של הדרג המדיני למהפכה השנייה השיבה ועדת שומרון ב־2007. לפי ממצאיה, תרגום השינוי לבניין הכוח ולהכשרת הצבא נעשה בלי שהדרג המדיני היה מודע למשמעותו ובלי שנתן לו את אישורו.

דוקטרינת ההרתעה נכשלה כבר במלחמת לבנון השנייה, שכפתה על ישראל את הראשונה בשרשרת של מלחמות התשה. במלחמות אלה לא שלטה ישראל במשכן, בעיתוי סיומן או ביכולתה להכתיב לאויב את תנאי הסיום. ממצאי ועדות החקירה והבדיקה שקמו בעקבות המלחמה חייבו את צה״ל להסב את עצמו מחדש לצבא הכרעה — אך ההסבה לא בוצעה.

מ־7 באוקטובר למלחמת התשה ממושכת

בינתיים תפחו האיומים מעל הקרקע ומתחתיה. החל מ־2016 נוסף לצבאות הטרור הנייחים של חיזבאללה וחמאס גם דרג מתמרן־מסתער קרקעי, רגלי ורכוב. במקביל, עקב ניוון הדרג המתמרן היבשתי וכישורי המצביאות הנדרשים לתכנון ולניהול מלחמות הכרעה, איבדה ישראל את יכולתה להסיר איומים באיבם באמצעות דרג מתמרן – מסתער שלה במלחמת מנע.

בהיעדר עומק לא הייתה ישראל מסוגלת להכיל בשטחה מתקפת פתע אופרטיבית של הדרג המתמרן־מסתער החדש שנבנה בגבולותיה. חיוני היה להניח כי מתקפה כזאת תפרוץ את קו ההגנה הקדמי — גדר מערכת שנועדה למנוע חדירת מחבלים בודדים — ותביא לכיבוש שטחים ויישובים סמוכי גבול. בהיעדר דרג יבשתי מתמרן, תוכניות מגירה ויכולת אופרטיבית מכריעה, נשללה מצה״ל גם היכולת להגיב על החדירה בהתקפת נגד יבשתית מהירה לעומק שטחי התוקף: הן לשם הסרת האיום והן לשם השגת קלפים שיאפשרו לישראל להכתיב את תנאיה לסיום המלחמה שנכפתה עליה בהפתעה.

במצב כזה, אסון דוגמת 7 באוקטובר לא היה תקלה בלתי צפויה, אלא התממשותו של סיכון שהיה טבוע בתפיסה. גם שקיעתה של ישראל במלחמת ההתשה הארוכה שבאה בעקבותיו הייתה צפויה. הצבא שהוסב להתשה מסוגל להכות, לגרוע ולהכאיב, אך אמצעי הלחימה והדוקטרינה שנועדו להרתיע את האויב ולשחוק את רצונו להילחם אינם מותאמים לשלילת יכולתו להמשיך במלחמה. לכן אין בידי ישראל יכולת לקבוע את משך מלחמותיה ואת עיתוי סיומן.

היה אפוא צפוי שמדינה חסרת עומק להכלת מתקפת פתע בשטחה, אשר ביססה את הגנתה על הרתעה ועל התרעה שאסור לייחס להן משקל, ומנגד פירקה את יסוד ההכרעה בתפיסה המרובעת שכונתה „הרתעה, התרעה, הכרעה והגנה” — תישאר בפועל חסרת הגנה.

הכשל הלוגי שבתפיסה הבלתי רשמית ברור, ולבירורו אינה נדרשת ועדת חקירה מכל סוג. ראוי אפוא כי טרם סיום כהונתה תדון הממשלה בכשל רב־השנים הזה. גם אם לא תשיב על כנה את תפיסת ההגנה הלאומית המקורית כתפיסה המחייבת, עליה לבטל רשמית את התפיסה התקולה מיסודה ולהורות על גיבושה ואישורה כדין של תפיסת הגנה לאומית מקצועית.

The Defense Decision the Government Must Make Before Its Term Ends

Two revolutions that were never duly authorized replaced

Israel’s national defense concept and transformed the IDF from an army built for decisive victory into one built for deterrence and attrition. The October 7 disaster and the protracted war that followed were the foreseeable consequences of these revolutions.

Not a National Security Concept, but a National Defense Concept

The concept of “deterrence, early warning, and decisive victory,” later expanded to “deterrence, early warning, decisive victory, and defense,” is widely known as Israel’s national security concept. Yet it is not a national security concept. National security is a broad field encompassing not only military defense but also a country’s diplomatic, economic, social, and moral resilience. The concept in question concerns how the state is to defend itself against military attack. It is therefore a national defense concept.

This is not merely a semantic error. Calling it a “national security concept” concealed the fact that Israel’s official national defense concept had effectively been replaced by another—one that was never approved through an equivalent governmental process and whose principles conflict with the theory of defense. The alternative concept subsequently provided the legitimacy for transforming the IDF from an army built for decisive victory into one built for deterrence and attrition.

These were two separate but interdependent revolutions. The first occurred at the level of the national defense concept and redefined how Israel would defend itself. The second occurred at the level of military doctrine and changed how the IDF fights—and consequently how it organizes, builds its force, trains commanders, and prepares contingency plans. Conflating the two revolutions obscures both the gravity of the change and responsibility for carrying it out.

Why Defense Must Not Be Based on Deterrence and Early Warning

The theory of defense assumes that the defender may be surprised by the timing, location, and strength of an attack. Professionally, therefore, a state must not base its defense on the assumption that it will receive timely situational warning, or that the enemy will be deterred from attacking. This should have been a foundational lesson of the Yom Kippur War.

The theory of defense also assumes that the forward defensive line may be breached. The reason is physical: the defender must disperse forces along the front, whereas the attacker can concentrate much greater power at the chosen point of penetration. The defender therefore prepares to contain the penetrating force within designated areas inside his own territory—“territory lent to the attacker,” in Clausewitz’s formulation.

Once the enemy’s offensive has passed the point at which the advantages of attack are exhausted, while the advantages of defense continue to grow, the defender launches a counteroffensive. He retakes the territory temporarily yielded to the attacker and carries the offensive deep into enemy territory, both to remove the threat and to acquire strong bargaining assets with which to dictate the terms for ending the war.

Israel’s Original National Defense Concept

Israel lacks the strategic depth needed to lend territory to an attacker. Ground into which a large country could withdraw may, in Israel, contain a community, a city, or a vital national center. This is why a distinctive national defense concept was formulated in the early 1950s.

Its policy, announced by David Ben-Gurion in the Knesset on June 20, 1950, during the 145th sitting of the First Knesset, was that Israel would not defend itself within its own territory. The strategy derived from that policy and approved by the government was offensive-defensive: Israel’s policy was defensive, but threats endangering the country would be removed at their source through a deliberately initiated preventive war, launched at the appropriate political moment and conducted as a decisive operational offensive deep inside enemy territory.

The concept did not remain a political declaration. Shalom “Fritz” Eshet and Yuval Ne’eman developed it in the IDF General Staff Planning Department between 1949 and 1954 into an organized military strategy. It received formal expression in the 1953 document known as the “Lavi File” and was reaffirmed by a government decision that year. It was a concept produced through a full staff process, duly approved, and never rescinded through an equivalent procedure.

The IDF was accordingly designed as an army built for decisive victory and maintained at constant readiness to exploit political opportunities to remove threats. Based on the foundational assumption that “the IDF does not deter and intelligence will not provide warning,” it was expected to remain prepared—subject to authorization by the political echelon—to seize the initiative, concentrate force, transfer the war rapidly into enemy territory, and compel its termination on Israel’s terms.

The First Revolution: Replacing the National Defense Concept

Archival research by Maj. Kim Bar, published by the Dado Center for Interdisciplinary Military Studies in 2024, provides the basis for a grave contention: the IDF did not merely change its own military doctrine. It first brought about a revolution in Israel’s national defense concept.

The offensive-defensive concept formulated in the early 1950s and approved by the government was replaced, through a process that began inside the IDF as early as the mid-1980s, by “deterrence, early warning, and decisive victory.” This was mistakenly called the “national security concept,” although it had never been approved through an equivalent governmental process.

The research raises three questions that have yet to receive adequate answers. First, did those who drove the change understand that the alternative concept was professionally unsound because it based the state’s defense on deterrence and early warning—elements whose success the theory of defense forbids the defender to assume, and which Ben-Gurion, Eshet, and Ne’eman rejected for that reason?

Second, did they understand that the new concept was not merely an addition to the existing one, but in practice contradicted and nullified Israel’s official, approved national defense concept?

Third, to what extent was the political echelon aware that the national defense concept was being changed, and what exactly was brought to its attention and submitted for its approval?

These are not merely historical questions. The alternative concept supplied the intellectual legitimacy for the second revolution: transforming the IDF from an army built for decisive victory into an army built for deterrence and attrition.

The Second Revolution: From Decisive Victory to Attrition

Between 1996 and 2006, the IDF was gradually transformed from an army designed to defeat the enemy deep inside enemy territory into one designed to deter the enemy through stand-off fire delivered from within Israel. This deprived Israel of the ability to base its defense on its offensive-defensive national defense concept: removing threats through a deliberately initiated preventive war in enemy territory, whose duration could be planned and whose termination Israel could seek to control.

This doctrinal transformation was accompanied by the erosion and reduction of the ground maneuver-and-assault echelon and by the depletion of the generalship skills required to plan and conduct wars of decisive victory. Once deterrence and early warning had been elevated into the foundations of national defense, the IDF could be converted from an offensive force built for decisive victory into a defensive force built around containment, capability degradation, and attrition through stand-off fire.

The 2007 Shomron Committee answered the question of whether the political echelon understood the second revolution. According to its findings, the translation of this change into force building and military training occurred without the political echelon understanding its significance or granting its approval.

The deterrence doctrine failed as early as the Second Lebanon War, which imposed on Israel the first in a series of wars of attrition. In these wars, Israel controlled neither their duration nor the timing of their termination, and could not dictate the terms on which the enemy would end them. The findings of the commissions of inquiry and review established after the war required the IDF to transform itself back into an army capable of decisive victory. That transformation was never carried out.

From October 7 to a Protracted War of Attrition

Meanwhile, the threats grew both above and below ground. Beginning in 2016, the largely static terrorist armies of Hezbollah and Hamas added a ground maneuver-and-assault echelon—dismounted and motorized. At the same time, because Israel’s own ground maneuver echelon and the generalship skills required to plan and conduct decisive wars had atrophied, Israel lost the ability to remove threats at their source through a preventive war conducted by its own maneuver-and-assault forces.

Lacking strategic depth, Israel could not contain within its territory a surprise operational offensive by the new maneuver-and-assault forces assembled along its borders. It was essential to assume that such an offensive could breach the forward defensive line—a border fence designed to prevent the infiltration of individual terrorists—and lead to the seizure of territory and communities near the border. Without a ground maneuver force, contingency plans, and decisive operational capability, the IDF was also deprived of the ability to respond to such a penetration with a rapid ground counteroffensive deep into the attacker’s territory: both to remove the threat and to acquire strong bargaining assets that would enable Israel to dictate its terms for ending a war imposed on it by surprise.

Under these conditions, a disaster such as October 7 was not an unforeseeable malfunction, but the realization of a risk embedded in the concept. Israel’s subsequent descent into a protracted war of attrition was equally foreseeable. An army transformed for attrition can strike, degrade, and inflict pain. But weapons and doctrine designed to deter the enemy and erode its will to fight are not suited to eliminating its ability to continue the war. Israel therefore lacks the capacity to determine the duration of its wars or the timing of their termination.

It was therefore foreseeable that a country lacking the strategic depth needed to absorb a surprise attack, having based its defense on deterrence and early warning—factors to which no weight should be assigned—while dismantling the decisive-victory component of the four-part concept called “deterrence, early warning, decisive victory, and defense,” would in practice be left defenseless.

The logical failure of this unofficial concept is clear; no commission of inquiry of any kind is needed to establish it. Before its term ends, the government should therefore address this long-standing failure. Even if it does not reinstate Israel’s original national defense concept as the binding doctrine, it must formally revoke the fundamentally flawed concept and order the formulation and lawful approval of a  professional national defense concept.
