דיווחים מסוף השבוע מלמדים כי הנשיא טראמפ השהה לפי שעה תוכנית להרחבה ניכרת של המתקפה באיראן. מפקדים אמריקנים בכירים הזהירו כי החרפת המערכה עלולה להעמיק את המחסור בטילי הגנה אווירית הנחוצים להגנת הכוחות במזרח התיכון. במקביל הורה טראמפ שלא לבצע תקיפות נוספות, לאחר כמעט שבועיים של תקיפות יומיות.

אין בכך הפתעה. זו תוצאה צפויה של בחירה במלחמת גריעה והתשה.

מלחמת התשה מבוססת על גריעה הדרגתית של יכולות האויב באמצעות רצף תקיפות. יתרונה לכאורה הוא השליטה בעוצמת כל מכה. חסרונה המכריע: אין אפשרות לדעת מראש כמה מכות יידרשו, כמה זמן תימשך המלחמה וכמה חימוש ייצרך עד שהאויב יסכים להפסיק.

בספרו הוא מציע להתמקד לא בהכרעת סין, אלא בשלילת האפשרות שתשתלט על טייוואן: לבלום, לגרוע ולשחוק עד שבייג'ינג תשתכנע שהמחיר גבוה מדי, ואז להגיע להסדר. זו תפיסה של מלחמה מוגבלת ונשלטת.

אלא שאפשר לשלוט בעוצמת כל מכה — לא במספר המכות שיידרשו עד שהאויב יתרצה. לכן מלחמה שתוכננה להיות מוגבלת עלולה להפוך לבלתי מוגבלת במשכה.

ישראל כבר התנסתה בתוצאותיה של תפיסה זו — בלבנון ב־2006, בעזה ב־2014 ובמערכות נוספות: תקיפות מדורגות, גריעת יכולות והמתנה לכך שהאויב יסיק שהמחיר כבד מדי. שוב ושוב הסתיימה הלחימה בלי שהאויב הוכרע ובלי שמקור האיום סולק.

עם זאת, ישראל אינה פועלת בחלל ריק. הברית עם ארצות הברית מצמצמת את חופש הבחירה שלה. אם תבוא בקשה אמריקנית מפורשת, ישראל תתקשה לסרב. אך מכאן אין להסיק שעליה להקדים ולהציע את השתתפותה.

נושא הראוי לליבון נפרד הוא מידת מודעותה של הנהגת ישראל — ובראש ובראשונה ההנהגה המקצועית־הצבאית — לדפוס המלחמה ההתשתי שתכננה ארצות הברית ולמקורו באסטרטגיית ההגנה הלאומית שלה. האם משמעויותיה של מלחמת גריעה — אי־הוודאות באשר למשכה, למלאים שיידרשו ולתנאי סיומה — הוצגו לדרג המדיני לפני הצטרפות ישראל למערכה ובמהלכה?

Israel Confronts the Collapse of America’s War Doctrine

The United States tried to wear Iran down gradually—only to discover that its own munitions stockpiles were being depleted as well. Israel should not volunteer for a war whose duration, termination, and outcome are beyond its initiator’s control.

Reports over the weekend indicated that President Trump had, for the time being, suspended plans for a significant expansion of the offensive against Iran. Senior U.S. commanders reportedly warned that escalation could deepen shortages of the air-defense missiles needed to protect American forces in the Middle East. At the same time, after nearly two weeks of daily strikes, Trump ordered a halt to further attacks.

None of this should come as a surprise. It is the foreseeable consequence of choosing a war of degradation and attrition.

A war of attrition is based on the gradual degradation of the enemy’s capabilities through a succession of strikes. Its ostensible advantage is control over the intensity of each blow. Its decisive disadvantage is that no one can know in advance how many blows will be required, how long the war will last, or how much ordnance will be consumed before the enemy agrees to stop.

A country that chooses attrition must therefore maintain stockpiles sufficient not for the campaign it planned, but for the campaign the enemy will impose on it. The United States entered the war without knowing when—or whether—such a decision would be made in Tehran. It is now discovering that even a superpower cannot wage a war unlimited in duration with limited stockpiles.

An Iranian Achievement—Even Without Battlefield Victory

America’s inability to move beyond the current rung of escalation because of dwindling interceptor stocks, while Iran continues launching missiles, constitutes an Iranian strategic achievement. Iran has not defeated the United States militarily, and it has sustained severe damage. But in a war of attrition, the question is not merely which side degraded more of the other’s capabilities. It is also which side preserved its freedom of action and which was compelled to slow down or stop.

If Iran continues firing while the United States refrains from expanding its campaign because its defensive stockpiles have been depleted, Iran has—at least for now—overcome the current level of American pressure.

This is the difference between inflicting damage and achieving decision. Severe damage is not necessarily a strategic achievement. So long as the enemy’s war-making system continues to function, it can absorb the blows, reorganize, and initiate the next round.

Not a Logistical Malfunction, but a Doctrinal Failure

The munitions shortage exposes a failure in the underlying conception of war.

The distinction between decision and attrition is not new. Hans Delbrück distinguished between Niederwerfungsstrategie—a strategy intended to render the enemy militarily helpless and impose the victor’s will—and Ermattungsstrategie, a strategy of exhaustion intended to secure a limited political objective through a combination of battle, maneuver, and cumulative pressure.

The difference lies neither in the mere use of force nor in whether major battles are fought. It lies in the purpose governing the employment of force. In a strategy of decision, military efforts are directed toward depriving the enemy of the ability to continue operating effectively. In a strategy of attrition, force is used to raise the cost gradually until the enemy agrees to a settlement.

The United States has declared far-reaching objectives: eliminating Iran’s missile capability, neutralizing its navy, and preventing it from obtaining nuclear weapons. Yet it is employing force through graduated escalation, leaving Iran’s war-making system operational while waiting for Tehran to relent.

The failure is not that each American strike is insufficiently powerful. It lies in the mismatch between objectives that require the denial of capability and a method designed to influence the enemy’s will gradually.

The growing interceptor shortage after weeks of fighting illustrates the cost of this choice. American power was not employed in an operation designed to deprive Iran quickly of its ability to continue the war. Instead, it was dispersed across a prolonged campaign whose termination depends on a decision by the Iranian leadership. A war intended to remain limited and controlled has thus become one in which the United States controls the intensity of each individual blow—but not the war’s overall duration.

In a war of decision, victory is achieved on the battlefield and formalized at the negotiating table. In a war of attrition, the order is reversed. Because the battlefield has produced neither a victor nor a vanquished, the parties seek at the negotiating table the outcome they failed to achieve in war.

But negotiations cannot retroactively create a victory that was not achieved on the battlefield. Two exhausted parties arrive at the table. The settlement reflects the lowest common denominator both are willing to accept—not the victor’s terms.

Settlements That Do Not Eliminate the Threat

History offers a clear lesson: settlements that conclude wars of attrition may stop the fighting, but they usually do not eliminate the source of the threat. When the enemy’s military and political system remains intact, the settlement freezes the war more than it ends it.

The 1973 Paris Peace Accords did not save South Vietnam. UN Security Council Resolution 1701 in 2006 did not disarm Hezbollah. The arrangement following Operation Protective Edge in 2014 did not deprive Hamas of the ability to rebuild its power. In each case, the fighting stopped, but the source of the threat remained.

Military decision does not, by itself, guarantee a durable political order. It must be followed by planning for the day after and by measures preventing the defeated threat system from being rebuilt. Without military decision, however, the initiating side does not even possess the foundation from which it can impose a settlement consistent with its war aims.

From China to Iran: The Colby Doctrine

America’s choice of a war of degradation is not accidental. Its roots can be found in Elbridge Colby’s book The Strategy of Denial. Colby now serves as Under Secretary of Defense for Policy and was charged with leading the development of the Trump administration’s National Defense Strategy.

In his book, Colby argues that the United States should focus not on defeating China, but on denying it the ability to take control of Taiwan: blocking, degrading, and wearing down Chinese forces until Beijing concludes that the price is too high and agrees to a settlement. It is a conception of limited, controlled war.

Yet the intensity of each blow can be controlled; the number of blows required before the enemy relents cannot. A war designed to remain limited may therefore become unlimited in duration.

The war against Iran is the practical test of this conception. Instead of depriving Iran of the ability to operate its war-making system through a concentrated campaign, the United States is gradually degrading its capabilities and raising the cost until Tehran relents. But Iran is under no obligation to relent at a time convenient to Washington. It can prolong the war and wear down both America’s interceptor stockpiles and its political patience.

Herein lies the paradox: a strategy designed to deny the enemy the ability to achieve its objectives without defeating it may allow the enemy to deny the United States its own freedom of action.

The Implications for Israel

The conclusion must be clear-eyed. Israel has no reason to volunteer for the Sisyphean war of degradation the United States is waging. It should not offer its aircraft, interceptors, and munitions for a campaign whose initiator cannot control its duration or outcome.

Israel has already experienced the consequences of this conception—in Lebanon in 2006, in Gaza in 2014, and in subsequent campaigns: graduated strikes, the degradation of capabilities, and waiting for the enemy to conclude that the price has become too high. Time and again, the fighting ended without the enemy being defeated and without the source of the threat being removed.

Israel does not, however, operate in a vacuum. Its alliance with the United States constrains its freedom of choice. If Washington makes an explicit request, Israel will find it difficult to refuse. But that does not mean Israel should preemptively offer to participate.

Until such a request is made, Israel should husband its firepower, preserve its stockpiles and readiness, and refrain from initiating their employment except in response to a direct attack; as part of a joint campaign for military decision, should the United States replace attrition with a strategy of decision; or in a campaign Israel is capable of bringing to a decision with its own resources.

A separate question requiring examination is how fully Israel’s leadership—and above all its professional military leadership—understood the attritional pattern of war planned by the United States and its roots in America’s National Defense Strategy. Were the implications of a war of degradation—uncertainty regarding its duration, the stockpiles it would require, and its termination conditions—presented to Israel’s political leadership before and during Israel’s participation in the campaign?

The distinction is between an obligation arising from the alliance and unnecessary strategic volunteering. Israel cannot always choose the war into which it may be drawn alongside its ally. It can—and should—avoid inviting itself into a misguided one.

The alliance with the United States is a strategic asset of the first order. Precisely for that reason, the doctrinal failure now exposed must not be obscured. Loyalty to the alliance may require Israel to respond to an American request. It does not require Israel to initiate a request to participate in a war of attrition that has no attainable end state.

Israel must preserve its strength for the moment when it can be used not merely to degrade additional capabilities, but to deprive Iran of the ability to employ them. Not to help bring two exhausted parties to the negotiating table, but to create on the battlefield the condition that transforms a political settlement into victory: a victor and a vanquished.
