תקציר אם המלחמה שארצות הברית מנהלת באיראן מצטיירת כמלחמה משונה, אין זה מקרי. היא אינה רק תוצר של נסיבות ייחודיות, אלא של תפיסת מלחמה חדשה: דוקטרינת ה־Denial של אלברידג' קולבי, כיום תת־שר ההגנה למדיניות. מאמר זה בוחן את הדוקטרינה באמצעות מבחן המציאות של המלחמה באיראן. חלקו הראשון מנתח את יסודותיה התיאורטיים ומשווה אותם לעקרונותיה של אמנות המלחמה הקלאסית. חלקו השני בוחן את יישומה המעשי ומצביע על הפער בין הישגים צבאיים לבין הצלחה אסטרטגית. המסקנה היא כי דוקטרינת ה־Denial מחליפה את תפיסת המלחמה כאמצעי לכפיית רצוננו על האויב בתפיסתה כאמצעי לשכנוע האויב לשנות את רצונו, ובכך מעבירה את השליטה על מצב הסיום של המלחמה ועל מועד סיומה מן המצביא אל האויב.

חלק א': התיאוריה – עיון ביקורתי בספרו של אלברידג' קולבי The Strategy of Denial

מבוא המלחמה שארצות הברית מנהלת באיראן היא היישום המבצעי הראשון של תפיסת ההגנה הלאומית החדשה שהתעצבה בוושינגטון בשנים האחרונות. אחד ממעצביה המרכזיים הוא אלברידג' קולבי, כיום תת־שר ההגנה למדיניות, שספרו The Strategy of Denial: American Defense in an Age of Great Power Conflict (Yale University Press, 2021) הפך לאחד המסמכים המשפיעים ביותר על החשיבה האסטרטגית האמריקנית.

לכאורה עוסק הספר באתגר שמציבה סין ובדרכים למנוע ממנה להשיג הגמוניה באסיה. אולם קריאה מדוקדקת מעלה כי הוא מציע תפיסה רחבה בהרבה של ניהול מלחמותיה של ארה"ב. משום כך, הוא עשוי לשמש מפתח להבנת הדרך שבה מנהלת ארצות הברית את מלחמותיה גם בזירות אחרות, וכעת מול איראן.

מאמר זה מבקש להבין תחילה את הדוקטרינה עצמה, ולאחר מכן לבחון אותה אל מול מבחן המציאות האופרטיבי הראשון שלה באיראן.

מדיניות ואסטרטגיה כל תפיסת הגנה לאומית מורכבת משני רבדים שונים. האחד הוא מדיניות, והשני הוא אסטרטגיה צבאית.

  • המדיניות מגדירה, ברמת המדינאות, לאור האינטרסים החיוניים של המדינה, מה או מיהו האיום המרכזי עליהם ומהי המציאות המדינית שאותה מבקשת המדינה להשיג כדי להגן עליהם. במקרה הישראלי, מדיניות ההגנה הלאומית הוגדרה כ"מניעת מלחמה בשטחי המדינה".

חשוב להבחין בין שני הרבדים. זיהוי סין כאיום המרכזי על ארצות הברית הוא שאלה מדינית. הדרך שבה יש להפעיל את הכוח הצבאי כדי להתמודד עמה היא שאלה אסטרטגית מצביאית. במאמר זה תיבחן השאלה השנייה בלבד.

שלוש קטגוריות המלחמה בספרו מלחמה ואסטרטגיה מבחין יהושפט הרכבי בין שלושה סוגי מלחמות: מלחמה מוגבלת, מלחמה מוחלטת ומלחמה טוטלית. השוני ביניהן הוא בהיקף היעדים, אולם לשלושתן מכנה משותף חשוב: הבסת האויב כתוצאה של הכרעתו והכנעתו בתנאינו. בכל המקרים ניתן להגדיר מראש את מצב הסיום התבוסתי המבוקש.

מבחינה זו מציע קולבי, למעשה, קטגוריה רביעית של מלחמה: מלחמה שמצב הסיום שלה אינו נקבע מראש באמצעות תוכניותיו ופעולותיו של המצביא, אלא באמצעות החלטתו העתידית של היריב אם ומתי יחדל להילחם — החלטה שבמלחמת שחיקה ארוכה תלויה במידה מכרעת בכושר הסבל שלו, שבמדינה טוטליטארית הוא לעולם גבוה יותר מבחברה דמוקרטית פתוחה.

עד כאן מדובר בהחלטה מדינית. השאלה היא כיצד מושגת מטרה זו.

ההכרעה האופרטיבית בניגוד לרושם ראשון, קולבי אינו שולל הכרעה צבאית. בתרחיש של פלישה סינית לטייוואן הוא דורש הכרעה אופרטיבית מלאה: הכוח הפולש חייב להיכשל — אם ניתן, למנוע את נחיתתו, ואם כבר נחת — להשמידו או לגרשו.

קולבי מצטט את קלאוזביץ על אי-הוודאות במלחמה, אך מסיק מסקנה שונה: סיום המלחמה אינו מתוכנן מראש, אלא "מתגלה" בניסוי וטעייה. "The United States simply cannot know in advance what China's thresholds for pain and concession would be." "Such an effort would be an inherently experimental activity."

חלק ב': איראן במבחן דוקטרינת קולבי

המבחן המבצעי הראשון אם ספרו של קולבי הוא התיאוריה, הרי שהמלחמה באיראן היא המבחן האופרטיבי הראשון שלה. השאלה אינה האם המלחמה "הוכיחה" או "הפריכה" את הדוקטרינה, אלא כיצד המציאות בשטח מעמידה אותה למבחן, והאם תוצאותיה מאששות את הנחות היסוד שלה או חושפות את מגבלותיה.

מטרותיה המוצהרות של ארצות הברית היו מוגבלות: לא כיבוש איראן, לא הפלת המשטר ולא השמדת המדינה, אלא פגיעה ממוקדת בתוכנית הגרעין, במערך הטילים וברשת השלוחים האזורית. בהתאם לכך נוהלה המערכה כיישום כמעט מדויק של דוקטרינת ה-Denial: תקיפות אוויריות ממוקדות, מבצעי מודיעין וחיסולים, פגיעה שיטתית בתשתיות והטלת עלויות כבדות.

ההישגים הצבאיים מול המבחן האסטרטגי מבחינה צבאית, ארה"ב רשמה הישגים מרשימים. מתקנים אסטרטגיים נפגעו, אישים בכירים חוסלו, מערכי הגנה אווירית ניזוקו קשות, והנזק לתוכנית הגרעין ולמערך הטילים היה משמעותי.

דווקא משום כך מתחדדת השאלה האסטרטגית: מהי מטרת המלחמה, וכיצד ניתן לדעת אם הושגה?

בעדותו בפני ועדת הכוחות המזוינים של הסנאט במרץ 2026, הגדיר קולבי את המטרה במונח "rolling back" — החלשה וצמצום של האיומים. הסנאטורית אליזבת וורן שאלה כניתן להבין: "האם יש יעד ברור שיאפשר לנו לדעת מתי זה נגמר?" קולבי השיב כי מדובר במערכה בעלת היקף מוגדר שלא פורט.

ספרו של קולבי עצמו מספק את התשובה: הצלחה במלחמה מוגבלת תלויה ב"שכנוע האויב כי עלויות וסיכונים של המשך הלחימה עולים על התועלת".

מבחן התוצאה המשטר האיראני נותר על כנו. איראן לא ויתרה על יעדיה האסטרטגיים — לא על שאיפתה להגמוניה אזורית, לא על תוכנית הגרעין, לא על מערך הטילים ולא על רשת השלוחים. היא ספגה מכה קשה, אך לא נשללה ממנה היכולת להמשיך ולאיים על מדינות המפרץ, על ישראל ועל הסחר העולמי.

במובן זה, דוקטרינת ה-Denial מייצרת מלחמה פוסט-מודרנית מובהקת: מלחמה שנראית אמיתית — עם תקיפות מדויקות, הישגים צבאיים מרשימים והטלת עלויות — אך חסרה את היכולת לכפות מצב סיום אובייקטיבי. היא פועלת יותר כסימולקרום של מלחמה: האויב סופג מכות, אך שומר על יכולתו לקבוע את הקצב, את משך העימות, מועד סיומו ואת עיתוי הסבב הבא.

כבר כיום ניתן לזהות קווי דמיון בין המבחן האיראני לבין ניסיונה של ישראל מאז שאימץ צה"ל, בספטמבר 2006, את תפיסת ההפעלה שגם היא נועדה לשנות את רצונו של האויב להילחם בלי להקדים לכך את הכרעתו. מלחמת לבנון השנייה, מבצע צוק איתן, המלחמה נגד חמאס לאחר 7 באוקטובר והמערכה נגד חיזבאללה ממחישות את הקושי להשיג באמצעות גישה זו מצב סיום שיאפשר לכפות על האויב תנאים שיבטיחו יציבות ברת־קיימא ודחייה ארוכה ככל האפשר של צורך בסבב מלחמה נוסף.

המסקנה האסטרטגית דוקטרינת ה-Denial מבקשת להגביל את עוצמת המלחמה, אך עלולה להפוך אותה לבלתי מוגבלת במשך הזמן. אם מסקנה זו תאושר גם בניסיון האמריקני, יהיה בכך כדי ללמד שלא ניתן להחליף את עקרונותיה האוניברסליים של אמנות המלחמה בדוקטרינה המבוססת על שינוי רצונו של האויב בלי לשלול ממנו את היכולת לנהל מלחמה אפקטיבית.

אם מחליטים לצאת למלחמה, יש לתכנן ולנהל אותה כך שהמצביא יחזיק בחליל והאויב ייאלץ לרקוד - ריקוד קצר ככל האפשר. כל עוד האויב הוא הקובע מתי תסתיים המלחמה ובאילו תנאים, הוא המחזיק בחליל – ואילו היוזם הוא שנאלץ לרקוד - ריקוד ארוך שמועד סיומו הוא חידה.

זהו לב המחלוקת עם קולבי. הוויכוח אינו על השאלה אם נכון להגביל מלחמות, אלא על השאלה מי קובע את מצב הסיום שלהן. אמנות המלחמה הקלאסית מבקשת ליצור מצב שבו המצביא כופה את סיום המלחמה. דוקטרינת ה־Denial מבקשת ליצור תנאים שבהם האויב יבחר לסיימה. זהו מעבר מתפיסת כפייה לתפיסת שכנוע – ומכאן נובעות כל השלכותיה האסטרטגיות.

מבט לישראל

עבור ישראל, לדיון בדוקטרינת ה־Denial יש משמעות החורגת הרבה מעבר למלחמה באיראן.

מאז אימץ צה"ל בספטמבר 2006 את תפיסת ההפעלה שהתבססה על גריעה, הרתעה והטלת עלויות, מנהלת ישראל ברצף מלחמות ארוכות. חרף הישגים מבצעיים מרשימים בכל אחת מהן, הן לא הביאו להסרת האיומים לתקופה ממושכת ולא יצרו מצב סיום יציב ובר־קיימא. הדמיון בין דפוס זה לבין דוקטרינת ה־Denial של קולבי מעורר את השאלה אם מדובר בהתפתחות רעיונית מקבילה, או בהשפעה הדדית בין החשיבה הצבאית האמריקנית והישראלית. כך או כך, הלקח האסטרטגי דומה.

ראשית, על ישראל לשוב לאסטרטגיית ההגנה הלאומית של הסרת איומים ביוזמתה ולאמץ כדי לממשה את דוקטרינת ההכרעה, שבאמצעותה השיגה את ניצחונותיה במלחמות המאה העשרים. אין פירוש הדבר חתירה למלחמות טוטליות או להרס בלתי מוגבל, אלא חזרה לתפיסה שלפיה מטרת המלחמה היא ליצור מראש מצב סיום אובייקטיבי שבו ניטלת מן האויב היכולת להמשיך ולסכל את השגת מטרותיה המדיניות של ישראל.

שנית, אם תיאלץ ישראל ליזום מלחמות נוספות, עליה להגדירן מראש כמלחמות מוחלטות במובנו של יהושפט הרכבי: מלחמות שמטרתן הכרעה והכנעה, בעלות מצב סיום מוגדר מראש, ולכן גם מוגבלות מראש במשך הזמן שלהן. דווקא מלחמה המתוכננת להסתיים במהירות באמצעות הכרעה משולבת של ירי-מנגד עם מהלכי תמרון קרקעי ממוקדים, צפויה להיות קצרה, זולה ופחות הרסנית ממלחמת שחיקה ממושכת בירי-מנגד, שבה משך הלחימה ותוצאותיה נותרים תלויים ברצונו של האויב.

בכך חוזר הדיון לנקודת המוצא של המאמר. השאלה איננה אם מלחמות צריכות להיות מוגבלות או בלתי מוגבלות, אלא מי קובע את גבולותיהן. כל עוד מצב הסיום תלוי בהחלטתו של האויב, גם משך המלחמה, מחירה ותוצאותיה אינם בשליטת היוזם. תכליתה של אמנות המלחמה היא למנוע בדיוק מצב זה.

How Colby’s Denial Doctrine Changes the Nature of War

Executive Summary If the war the United States is conducting in Iran appears strange, it is no coincidence. It is not merely the product of unique circumstances, but of a new concept of war: Elbridge Colby’s Denial Doctrine. Colby currently serves as Under Secretary of Defense for Policy. This article examines the doctrine through the reality test of the war in Iran. The first part analyzes its theoretical foundations and compares them to the principles of classical military art. The second part examines its practical application and highlights the gap between military achievements and strategic success. The conclusion is that the Denial Doctrine replaces the concept of war as a means to impose our will on the enemy with a concept of war as a means to persuade the enemy to change its will—thereby transferring control over the end-state of the war and its timing from the commander to the enemy.

Part A: The Theory – A Critical Examination of Elbridge Colby’s Book The Strategy of Denial

Introduction The war the United States is conducting in Iran is the first operational implementation of the new national defense concept that has taken shape in Washington in recent years. One of its central architects is Elbridge Colby, currently Under Secretary of Defense for Policy. His book The Strategy of Denial: American Defense in an Age of Great Power Conflict (Yale University Press, 2021) has become one of the most influential documents on American strategic thinking.

On the surface, the book deals with the challenge posed by China and ways to prevent it from achieving hegemony in Asia. However, a careful reading reveals that it offers a much broader concept for managing America’s wars. Therefore, it may serve as a key to understanding how the United States manages its wars in other arenas as well, including the current one against Iran.

This article first seeks to understand the doctrine itself, and then to examine it against the operational reality test of the war in Iran.

Policy and Strategy Every national defense concept consists of two distinct layers. One is policy, and the other is military strategy.

  • Policy defines, at the level of statesmanship and in light of the state’s vital interests, what or who the central threat to them is, and what political reality the state seeks to achieve in order to defend them. In the Israeli case, national defense policy was defined as “preventing war within the state’s territory.”
  • Strategy deals, at the level of military command, with an entirely different question: how to use military force to impose that reality on the enemy. The Israeli strategy determined to implement national defense policy was “removal of threats beyond its borders through an initiated preemptive war by Israel.” In accordance with this strategy, the IDF was designed as an army whose goal is decisive victory in a short and as cheap as possible land war.

It is important to distinguish between the two layers. Identifying China as the central threat to the United States is a policy question. The way in which military force should be employed to deal with it is a question of military strategy and command. This article examines only the second question.

Three Categories of War In his book War and Strategy, Yehoshafat Harkabi distinguishes between three types of war: limited war, total war, and absolute war. The difference between them lies in the scope of the political and military objectives required to achieve them, but all three share an important common denominator: the defeat of the enemy as a result of its decisive defeat and subjugation on our terms. In all of them, the desired defeated end-state can be defined in advance. The commander plans in advance what reality he must create so that the enemy no longer has an effective ability to prevent us from achieving the war’s objective. In a limited war the end-state is narrow, in a total war it is broader, and in an absolute war it is extreme. But in all cases, the end depends on the commander’s prior plans and actions, not on a future decision by the enemy.

In this respect, Colby effectively proposes a fourth category of war: a war whose end-state is not determined in advance by the commander’s plans and actions, but by the enemy’s future decision on how and when to end the war — a decision that, in a prolonged war of attrition, depends to a decisive extent on the enemy’s capacity for suffering, which in a totalitarian state is always higher than in an open democratic society.

The Denial Doctrine Colby’s book offers a different concept. Its starting point is that the goal of the United States is not to defeat China or topple its regime, but to prevent it from achieving hegemony in Asia. Even a successful war, Colby writes, does not require China’s full defeat.

"America's prevailing in a limited war with China does not mean a full defeat of China."

So far this is a policy decision. The question is how this goal is achieved.

Operational Decisiveness Contrary to first impression, Colby does not reject military decisiveness. In the specific scenario of a Chinese invasion of Taiwan, he demands full operational decisiveness. The invading force must fail. If possible, its landing must be prevented; if it has already landed, it must be destroyed or expelled. As he writes:

"All that the defense requires ... is that the PLA invaders are either prevented from landing ... or ... are evicted..."

At this point there is no disagreement with classical military art, which also requires decisiveness at the campaign level. But this is where the agreement ends.

Decisiveness That Does Not End the War After the invasion is thwarted, the war does not end. Here comes Colby’s central innovation. According to him, success in such a limited war ultimately requires convincing the adversary that the costs and risks of continuing to fight outweigh the benefits.

He writes in Chapter 8 of the book, “Winning Without Total Victory” (from which most of the quotes are taken):

"...succeeding in such a limited war ultimately requires convincing the adversary that the costs and risks of continuing to fight outweigh the benefits."

And elsewhere:

"Limited wars end when both parties—particularly the loser—find settlement less distasteful than continuing to fight."

Two Languages of War As one delves deeper into the book, it becomes clear that not only has the strategy changed, but also the language of war. This is not merely a change of words, but two different concepts of the role of military force. In Clausewitz, the purpose of force is to compel; in Colby, its purpose is to persuade.

Colby quotes Clausewitz: “War is the realm of uncertainty,” but draws a different conclusion from it. Like Clausewitz, he argues that uncertainty must be addressed through analysis of the enemy’s possible courses of action. However, when he reaches the question of ending the war, he admits that there is no way to know in advance what China’s thresholds for pain and concession would be:

"The United States simply cannot know in advance what China's thresholds for pain and concession would be."

And he adds:

"Such an effort would be an inherently experimental activity."

This is one of the most important statements in the book. The end of the war is not planned in advance — it is discovered through trial and error during the war.

Here the controversy sharpens: Clausewitz defined war as an act of force intended to impose our will on the enemy, so that the commander seeks to create a reality in which the enemy no longer has an effective ability to prevent the achievement of the war’s objectives. After such a situation is created by early identification of the enemy’s center of gravity and vital assets for its existence, and by concentrating effort toward them in order to neutralize or destroy them, the enemy’s will to continue fighting largely loses its meaning once its combat system has disintegrated. In Colby, the order is reversed. Even if decisiveness is achieved at a secondary operational level, it is not achieved at the strategic level, and the end of the war still depends on the decision of an enemy that has not been decisively defeated and still has effective combat capability to continue or stop. The only way is to continue raising the price of war through hard and painful blows and by depriving capabilities and resources, until it is convinced.

The question that arises is whether it is possible to base the end of a war on a factor over which the commander has no control — the enemy’s decision. This is not merely a theoretical question, and it brings us to the second part of the article.

Part B: Iran as a Test of Colby’s Doctrine

The First Operational Test If Colby’s book is the theory, then the war in Iran is its first operational test. The question is not whether the war “proved” or “refuted” the doctrine, but how reality on the ground puts it to the test, and whether its results confirm its basic assumptions or expose its limitations.

The United States’ declared goals were limited: not the conquest of Iran, not the overthrow of the regime, and not the destruction of the state, but targeted strikes on the nuclear program, the missile array, and the regional proxy network. Accordingly, the campaign was conducted as an almost exact implementation of the Denial Doctrine: precise air strikes, intelligence operations and assassinations, systematic attacks on infrastructure, and the imposition of heavy costs on the enemy.

Military Achievements Versus the Strategic Test From a military perspective, the United States recorded impressive achievements. Strategic facilities were hit, senior figures were assassinated, air defense arrays were severely damaged, and significant damage was caused to the nuclear program and the missile array. These achievements should not be underestimated.

Precisely for this reason, the strategic question sharpens: What was the goal of the war, and how can we know if it was achieved?

In his testimony before the Senate Armed Services Committee in March 2026, Colby defined the goal using the term “rolling back” — weakening and reducing the threats. Senator Elizabeth Warren asked, in essence: “How about the endless war part? Is there a clear goal that we will know when this is over?” Colby replied that this is not going to be an endless war and that the military campaigns have clearly defined scope goals.

Colby’s book itself provides the answer: Success in a limited war ultimately requires convincing the adversary that the costs and risks of continuing to fight outweigh the benefits.

The Outcome Test The Iranian regime remains in power. Iran has not abandoned its strategic goals — not its aspiration for regional hegemony, not its nuclear program, not its ballistic missile array, and not its proxy network. It absorbed a heavy blow, but its ability to continue threatening the Gulf states, Israel, and global trade was not denied.

In this sense, the Denial Doctrine produces a distinctly post-modern war: a war that looks real — with precise strikes, impressive military achievements, and the imposition of costs — but lacks the ability to impose an objective end-state. It functions more as a simulacrum of war: the enemy absorbs blows but retains the ability to determine the pace, the duration of the confrontation, and the timing of the next round.

Already today, similarities can be identified between the Iranian test and Israel’s experience since the IDF adopted, in September 2006, the concept of operations that was also intended to change the enemy’s will to fight without first achieving its decisive defeat. The Second Lebanon War, Operation Protective Edge, the war against Hamas after October 7, and the campaign against Hezbollah illustrate the difficulty of achieving, through this approach, an end-state that would enable imposing conditions on the enemy that ensure sustainable stability and the longest possible postponement of the need for another round of war.

Strategic Conclusion The Denial Doctrine seeks to limit the intensity of war, but may turn it into something unlimited in duration. If this conclusion is confirmed also in the American experience, it will teach us that it is not possible to replace the universal principles of the art of war with a doctrine based on changing the enemy’s will without denying it the ability to conduct effective warfare.

If a decision is made to go to war, it must be planned and conducted in accordance with the principles and rules of war so that the commander holds the flute and the enemy is forced to dance. If there is no willingness to do so, it is better to re-examine the very decision to go to war, because a war that is unable to impose the achievement of its goals may cause damage that exceeds the benefit of initiating it.
